Historical romance maid becomes cook

I'm looking for the name of a historical romance novel centered around a girl named Cécil who is a scullery maid at the house where her father works as a gardener. She shows talent with cooking and so is favoured by the Cook over another maid who was "meant to move up" to the Cook's position. She accidentally bumps into the son of the house while upstairs and romance ensues. She thereafter leaves the house with the Cook and the other maid after her father passes and they open a bakery or sweet shop and later runs into the son of the house she worked at again. I do remember cover art of women walking and sitting in a Park carrying parasols but I'm not too sure about anything else except that I read it more than 10 years ago and I cannot get it out of my head. Any help would be great here!
