5 ish years ago I read a short story, don't remember by who, and don't know when, but I'd be willing to say 60's-90's with 95% confidence.

The setting was people now lived under ground, however all the bunkers were not connected or there was a tunnel collapse, so a small group was sent up to travel on the surface (I don't remember why).

The reason the surface was dangerous was because (this is where it get hazy for me) there are weaponized satellites that kill anyone on the surface. They might have been automated, or potentially operated by mutant shape shifters (I think). I remember there being a lot of distrust within the group travelling the surface. I feel like the mistrust was spawned by the fact that shape shifters were trying to get underground and get to everyone, and that's why no one trusted everyone, cause after some time on the surface and sleeping or being out of each other's sight, they couldn't trust that everyone was themselves.
