A site that might require an explanation is Open Library.

Books are donated to Internet Archive, scanned to make digital copies, uploaded to the site, and offered for loan digital library books.

This practice falls into a strange gray area of US copyright and distribution laws. This is similar to what scanlation groups (the ones that do no translations or content edits) do, except Internet Archive's legal representation defends Open Library in courts by saying its loan system makes it more like any public library. ¯\_ (ツ)_/¯

The point is people can register for free to borrow books to read in the site's ereader. Most of the manga appears to be in English. The classification system is not well organized, so you might need to dig instead of rely on a list to find specific works, if they're there at all.

Note: A few books are available for whatever reason to read without an account. Look for "Read" where other books have a "Borrow" button.

Where else?

Many offline public libraries offer ebooks. Look wherever you're eligible for a library card for manga that can be checked out through Overdrive/Libby or a similar system.

These ebooks can usually be downloaded to be read offline but sometimes must be read in a browser.

Everyone in the USA within the age range of 13 and 21 years supposedly qualifies for a digital library card from Brooklyn Public Library in New York. (Let me know if you apply but aren't given a card, okay?)
