I'm looking for a book it's about wolf shifters

A shifter comes across a woman being chased by the alpha of a rival pack. He saves her and takes her back to the shifter land to see the alpha. The wolf shifter hates humans because a human hate group killed his old pack only he and his sister survived bit he cant help being drawn to the woman. It turns out that her sister is being held hostage to make her get the hate group into the shifter land. The entrance is protected by a magic veil. And I think there maybe witches but I'm not sure.
