Man kidnaps sister of man he thinks raped his sister

i believe this book is a harlequin romance from the early 90's. the heroine is a girl that was almost raped as a teenager.she was traumatized and couldn't speak til her attacker died (in prison?). the hero i think is greek - he thinks the heroine's brother raped his sister so he kidnaps her in revenge and takes her to a greek island.

i've searched everywhere and can't find anything.
