This is a brief account of Prince Florestan's short reign in 19th century Monaco. He had never really been groomed to rule the country. He noted that there was too high percentage of a population employed by the government. He wanted some reforms such as separation of church and state, but he was never able to rally the people behind him. He eventually went to live in exile in England. The book does give a sense of Monaco's dependence upon the gambling income even in the 19th century.
