David J. Barron is a United States Circuit Judge for the United States Court of Appeals for the First Circuit and was the S. William Green Professor of Public Law at Harvard Law School. He served as the Acting Assistant Attorney General of the Office of Legal Counsel during the Obama afficher plus administration. Waging War is the 2017 winner of the Colby Award.
