Why did you think Foley was meeting Madam Champagne?

Some spying skullduggery.

I think he wanted to talk to her about who killed Ross.

I thought, at that point, they might have been working together.

I believe now that he knew who and what she was from the very beginning. I didn't think of them working together until much later in the book but discounted it since there was really no evidence to support it. Too bad that we didn't know her background or we might have formed the opinion of a different outcome.

I thought she was going to give him some information.

I thought they were meeting to exchange information
