I think government agents have to keep their secrets. He's been sent there to investigate something that doesn't really exist and he has no idea how much he can rely on Kara and Safia's discretion. Now that he knows them better and circumstances have changed, he needs to be more forthcoming.

He had to be careful with how much and who he shares info. He is on the "job" and he didn't know at that point who the informant was in the organization.
