Why would the snake have no fangs?

I suppose someone removed them because they just wanted to scare Safia and didn't want her to die.

They were obviously removed by someone as snakes don't wear dentures. It was meant to scare Safia but also as a message..."You're being watched and we/I can get to you anytime and in many ways."

They were removed by the person who placed the snake in Safia's room, who wanted to send a warning.

I thought it might be to throw Cassandra off what she was doing. I think the wraith(s) might be good guys/protectors.

I take that as being a warning to Safia. The group that did this wanted to scare her away - not kill her
