It examines Stalin's grand strategy in the years before the German invasion in 1941, and the background of Soviet thought on international relations, going through German-Soviet relations in the inter-war years. The author has obviously gone to enormous lengths to examine the primary sources on this and weighs up all the evidence in what I would call the perfect balance between academic and policy-writer fashion.
