This book is a good review of the balancing of congressional districts according to population, minority, and partisan concerns over the last half century in the United States. The author is pretty even-handed in discussing highly fraught issues of how congressional districts are drawn after each decennial census. This is true even when some districts are highly gerrymandered and look rediculous in some of the maps included in this book.½
