Frances C. Fowler

This book provides an excellent structure and set of topics to consider when analyzing school policy (and public policy). Fowler provides good definition and examples of the criteria used in policy development, evaluation, and analysis. One major flaw is that the discussion of each of the criteria (each chapter) starts out strong but tends to wind down to an end; leaving the reader stuck with an incomplete wrap-up of the topic. Basically, each chapter starts off with clear definitions, good explanations, and several appropriate examples. After that the chapters seems to not end with a clear summary or conclusion, but continue along until it appears that the author ran out of steam and stop abruptly.
