Short sci-fi story, tribe living on a plateau

I read this in about 1969, so written before that. Short story with a tribe living on a plateau, so they can't travel. their crops are failing and they sacrifice a man with a hump, but as he burns, it splits open and wings unfurl. I have looked everywhere but can't find this again.
