YA/elementary ghost thriller/romance about a boy/girl duo in a beach town trying to solve a mystery

I have been looking for this book for so long. I read it in fifth grade and I have never forgotten it since but I don't know the title or the author. The whole thing has kind of a mature, creepy tone. The parts that were funny really stood out to me as a result. It starts with a the subplot inside a ghost's POV. This ghost is a little silly and is obsessed with getting back at her arch nemesis who killed her and stole her boyfriend. I wanna say the ghost's name started with a P, (penelope?) and the nemesis' name was something like jessica or veronica? Penelope thinks the main character is her nemesis, but she's wrong about that. She moves this creepy doll to the main character's basement in an attempt to freak out the MC. She's ditsy, this penelope, and she's not the only ghost in the story.

We also get the main character's POV, a girl, who is staying in this beach town for a little while. She meets a boy who lives there, and at first she is kind of wary of him but they soon become friends and start working together. There are some bad guys who are out to get them. One of them is the girl's neighbor, and when the boy goes over there the neighbor asks him "what are you" which is so rude and racist. I don't remember the boy's name but it was def not a traditionally white name. While the two kids are talking about him and forming their plan, they see him spying on them through the window but decide not to worry about it since they figure he can't read lips. Later, during the climax on the beach, he tells them that he could read lips and that's how they knew where to find the MC. There's a part where the boy and the girl have to run away after being chased through the yard, and the boy takes a stick out of her hair and is like "you're still beautiful when you've got leaves in your hair" and gives her a kiss. It was so cute, but it kinda came out of no where. Maybe I just thought that as a 9 year old.

In the last chapter Penelope finds out something about her arch nemesis, and starts obsessing over someone else, like her boyfriend or something. I don't think she ever realized that the MC was not her nemesis, and I think at the end she starts to mistake the MC sidekick/loverboy for her boyfriend. It was hilarious in a sadistic way. Importantly, the ghosts never directly communicate with the main characters; we only see the ghosts communicating with each other as they watch the story play out and either try to help or hurt their goals. I think the ghosts have some hand in how the climax plays out.
