Historical fiction;Setting in England;Subject is young(orphan?)girl(around 10 y/o)

I’m looking for a book that my mother read when she was in high school (1993) about an orphan girl in England that steals books. I know it’s historical fiction and she says it’s definitely not The Book Thief.
