I read this book for the first time when I saw it on the new books shelf in 1973 when it was first published. I read it again in 2013. O'Connell makes the case that public transportation should be free and it should be subsidized by motorists. It would be a win-win situation. By raising the cost of commuting by car through road or bridge tolls and/or higher parking fees drivers would pay for transit. The drivers would gain less traffic when more people got out of their cars and onto transit. It makes sense to me. Urban and suburban traffic congestion is a huge problem not just in the United States but all over the world. The reason for congestion is too many cars on the roads. Making more roads has been proven to not work. More roads just generates more traffic. Ride Free Drive Free is a carrot and stick proposal. I wish some city would try it.
