Not buying the bland and blithe tales of the consolidation of the Republican Party in politics and the developing professionalism of the United States Army in the 19th century, Hogue uses the cockpit that was Reconstruction in Louisiana (another civil war in Hogue's estimation) to draw lessons about state building in the wake of major war. While raw numbers and motivation might still have led to an ultimate "Redeemer" victory, Hogue finds no shortage of GOP infighting that helped to short-circuit the hopes of those who believed in Radical Reconstruction, and provided time for the forces seeking "Reunion" on segregationist terms to hone their methods.
