Hugh Trenchard had to combat the desire of some politicians to abolish the airforces once WWI was over, and found that a unified Air force was the easiest pill to swallow. In his time as the head of the Air force, he actively resisted the creation of the Fleet Air arm, and the creation of Army co-operation training, on the grounds that any specialization could be quickly extemporized by the overall capability of proper training. In retrospect, this wasn't the wisest course.
He aided in WWII, the efforts of those who felt that urban bombing was a legitimate act of war, and perhaps the only strategy available given the targeting technology available at the time. ( )
