It describes a group who make proverbs literally come true (notably the man who succeeds in setting the Thames on fire, a fine ecological catastrophe later really done by the Cuyahoga) and leads in a brilliantly logical profession from a stiad retired colonel wearing a cabbage on his head to his leading a revolution.
