This seems to be a sequel to Four Just Men, only now there are three men who see to it that justice is when the usual legal systems don't. An aging evil genius who runs a large-scale criminal ring wants to gain immortality and lots of money. SPOILER: There is document allowing mining rights that will make someone very rich---that someone is either the baddies if they can destroy it or at least make sure it doesn't get to the authorities by a certain date or else the daughter of a scientist who doesn't even know about it.
