En fait IPCRESS fut le résultat du projet Blue Bird aux USA. Le rapport Ross qui fut longtemps classé secret a montré les horreurs de telles méthodes psychiatriques. BON A SAVOIR : un certain nombre de médecins nazis, ex-Mendele, furent "intégrés" à ce projet qui rassemblait d'autre part les plus grands psychiatres américains et les principales universités des USA.
