Whilefederal politicians have yet to consider Quebec sovereignty as a tenable option, some English-Canadian intellectuals and pundits are beginning to look seriously at such a possibility. In any event, the constitutional failures of recent years, and the political impasse these failures have engendered,clearly show that the options for constitutional renewal have narrowed considerably.
