In some places, I think there could be a more thorough discussion of how the racial views of politicians and businessmen were reflected in urban policies and budget decisions. I found this book extremely interesting on subject that I knew little about. The bankruptcy of New York City was a story I remember in the mid 70's and remember people talking about this. This story is well told and interesting to see how the city got into the mess they did and that no one went to jail, is amazing.
