Help! Forgot the title of a children's book

Hi, I'm doing a summer school program and forgot the name of a book that I'd like to use. It's about a farmer, Mr something (and I think it's a Mr "Mc" something), who wants to build a fence to get the bunnies out of his garden. The fences get progressively bigger and more hi-tech, but the bunnies always find a way.

I'm look for an older children's book in which a dog goes to work for his master. The dog wears a herringbone coat and and hat (a fedora?) as I remember.
