This is about a father and son pair of toy clockwork mice, and some other toys, including a seal, I think. The mice had leather shoes, and the son had a drum. They somehow got into the world, and had various adventures. Other characters included a frog (or was it a toad?) that was a (fake, I think) prophet, and father and son rats, which were the antagonists. A recurrent motif was a certain brand of dog food, which had a logo of a dog in a chef's hat, holding a can of the said dog food. The can he was holding had a picture of the dog, holding a can with a dog on it, and so forth. The mouse son tries to count these dogs several times, but loses count. I believe it was a British book.

That and this one could be pegged from the "father and son pair of clockwork mice" -- that's a lot more distinctive than some descriptions here.
