Author from Germany or Austria or Swiss
Award winning
Naughty boy watch underwater kids come from the river.
Maybe green cover with boy with webbed hands riding a fish?

Not The Water Babies? It's much earlier, but there was a film in the 70s that might have made the reissue look newer.
