like every time i see student console they are either the main antagonist or the school police or something

The student counsel? I think that's because they're given special access to the school administration along with the extra responsibilities. They're class leaders, yeah? They would likely seem popular, mysterious, and a little creepy to most of the school.

Plus-- drama! I think I see class leaders as love interests or friends who cover for the erratic main characters more than a student counsel as full-blown antagonist, but either way, they're helping the plot move.

yeah you make a good point but in like that one gambling anime(forgot the name)they have a freking heli i think thats a little overkill

Extreme school settings are a thing in anime. School principals don't really allow highly destructive Anything Goes Martial Arts in official school competitions (Ranma 1/2). A "shadow prince" doesn't play political games with his friends while building up personal wealth to buy out his family's companies (Ouran High School Host Club). Likely, no class president is the son of Satan and a sharpshooting doctor in charge of his demon twin brother (Blue Exorcist).

Teachers aren't space aliens. Probably.

But the fantastical stuff is fun, yeah?

When it's too much, there's more realistic anime... somewhere....
