SERU: Shared E-Resource Understanding

I'm writing a paper for grad school but for the life of me I can't seem to understand how SERU works. Can anyone help elaborate? I know it's some kind of a project to fight License Agreement but I'm a bit confused. Is it like a consortium where libraries purchase a database and use it under strict regulations or how does it work exactly? Anyone knows? Ideas, thoughts, input, anything?
