A dystopian superhero roleplaying game. Drawing on various sources, the setting is a world where soldiers for various companies are given low-level superpowers and battle each other for resources and ratings. The technology is misunderstood, and veterans have various levels of disabilities (mental and physical) to go with their powers. When mustered out, they return to a failing society unable to treat their problems. The PCs are generally part of a resistance movement out to change society; Underground is unique in that actual rules are provided in how to make changes, from a block to a national government.
