David G. Smith is Richter Professor Emeritus of Political Science at Swarthmore College. He is the author of several books, including Paying/or Medicare, which won the Elizur Wright Award from the American Risk and Insurance Association. Judith D. Moore is a health policy consultant and retired afficher plus senior fellow at The George Washington University.
