On the one hand, this isn't a book you read casually. It's intended to be scholarly; an examination of the structure and function of the governments of (Third Republic) France, (Savoyard) Italy, and (Imperial) Germany, as of a point in time just before the First World War. From an historical perspective, a very interesting survey, indeed, considering that it was only a few months later that all three countries were plunged into a great war which ended up destroying all three governments in the long to longer term.
