The novel starts off with a foiled robbery where thieves tried to steal a document from the Library of Congress that showed where our forefathers saw a possible economic collapse of the country.

The scene shifts to Mexico where Texas Ranger Danny Cavanaugh is contemplating suicide after being accused of killing a dirty FBI agent. He sees a nearly naked woman running from a gunman.

Danny learns that it is Sydney Dumas, a judge brought to the monastery for her opinion on a Japanese suit against the US. They want to redeem all their bonds and be paid in gold.

Danny and Sydney travel to Washington, D.C. to tell the President of this conspiracy. In the meanwhile, Washington is in the midst of an investigation of two dirty bombs that were found at public places.

The middle of the book is a cat and mouse chase between Danny and Sydney and crime members of The Group.

The plot is complicated and many characters seem to change their colors in the book from being on the good side to being conspirators.

I enjoyed the book in itself but wasn't convinced on the plausibility of the plot.
