It seems to be inspired by the Elephant and Piggie books. It might be appealing to children for that reason. It follows a similar art style and storyline. I think the content is relatable to children, as the message is being left out by a friend. The words are in large print and easy to read, so it would be a good book for children who are still learning to read.
This book could be good to use for Kindergarten, 1st grade, or 2nd graders who may be performing at a lower level. Personally, I would prefer to use Elephant and Piggie, but if the student wants something ever so slightly different but enjoys the Elephant and Piggie style, I might suggest this.
There is not much here in terms of educational value, so I wouldn't teach this explicitly. I probably wouldn't even have this in my classroom library if I am being honest.

very funny book with quirky crayon characters.

Maybe a little more funny for the parents than the kids, but when an expert at stalling bedtime is given a teddy bear that is an even more capable staller, a boy gains some new perspective
