Describes the country and its people, and goes into the democratic nature of the society and its politics. He is happy to see that a nascent capitalist entrepreneurship is emerging and cites many potentials. Recounts the early development of the nitrate and the copper industries with Guggenheim and Braden Copper companies leading the way.
